You could use a theraband on your feet, which is an exercise band. This will help you with your ankles and feet A LOT, which is extremely important in ballet because all your weight pretty much relies on your feet.
Practice plies and doing leg lefts to build muscle. Try taking up a pilates class for core and leg strengthening, which will also improve your flexibility.
By the way, your legs don’t need to be really strong before you take ballet, once you start taking class you will improve and doing the exercises in class will improve your strength a lot.

Well if you are doing pointe, I really would reccomend you doing regular ballet first, and while point. Some excercises you could d are:

-(whole leg) Sitting on a chair, lift your legs in a strait line and balance something on your feet. (start with something light, and go heavier)

    - (thighs) With your legs in second, bounce. when it starts to get hard, thats how you know its working.

    Good luck!
